The TRC was required to create a report detailing their findings to aid in mapping out a plan for the development of South Africa. The Truth and Reconciliation Commission of South Africa Report was released on March 21, 2003 and explained the methods, rules, regulations, and the conclusion made by those involved with the TRC.

The Report states that the South African State was the main contributor to the racial tension in South Africa. The State strengthened white superiority and black oppression. The Report also said that anti-apartheid rebel groups such as the African National Congress (ANC) contributed to the racial divide. It also recognized, however, that the ANC was fighting for a just cause and was in some aspects successful.
