The investigation of mistreatments was divided into three separate committees, the Amnesty Committee, the Reparations and Rehabilitation Committee, and the Human Rights Violations Committee. The Amnesty Committee heard requests for amnesty and operated separately from the TRC. The Human Rights Violations Committee heard of events from both victims and survivors, while the Reparations and Rehabilitation Committee was required to produce a policy to aid victims.
