Count
1: Conspiracy to commit the crimes in counts 2, 3, and 4.
Count 2: Crimes against peace - by the waging “wars of aggression” and
“wars in violation of international treaties.”
Count 3: War crimes – by violating the traditional laws and
rules of warfare.
Count 4: Crimes against humanity –by murder, extermination,
and “persecution on political, religious, or racial grounds.”
All defendants were indicted on at least two of the counts;
several were indicted on all four counts.
